What's the bottleneck in D3 development?


I'm curious. What is the limiting factor in Diablo 3's production. Obviously there is no natural limit to how many things might be in the game. You can have 5 skill runes or 30. You can have 10 legendary weapons or 10,000. Is it human resources that limits you, like we wish we could put this and that in the game, but we have no people who w..
